The UK and US have signed a landmark bilateral deal that will maintain no tariffs on British medicine shipments going into the American market.

The Terms of the Accord

Under the terms of the agreement, the UK has agreed to raise expenditure on medicines through the public health system. This move secures that import taxes on these crucial goods will remain at zero for a duration of the next three years.

This deal comes after previous threats to dramatically increase import taxes on patented pharmaceutical imports, with increases floated up to double the cost.

"This agreement with the UK reinforces the worldwide climate for innovative medicines and introduces long-overdue equity to U.S.–U.K. drug exports," an announcement declared.

Trade Significance

Pharmaceuticals constitute one of the Britain's most significant export categories to the America, which is clearly the primary destination for leading companies like GSK and AstraZeneca.

Statistics reveal that in the one-year period prior to September, the UK shipped medicines worth £11.1bn to the US. This amount accounted for a significant portion of British export trade in that span.

"This agreement secures employment, increases capital expenditure and paves the way for the UK to establish itself as a international leader for medical research," a minister remarked.

Specific UK Commitments

The pact involves several key commitments from the British government:

  • Higher Cost Ceiling: The UK will lift the affordability limit at which it judges new therapies to be too expensive by 25%.
  • Increased NHS Spending: There is a aim to double overall health service expenditure on treatments from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Rebate Cap: The percentage manufacturers must refund to the NHS to prevent overspending will be limited at fifteen percent. Previously, refunds exceeded 20%.

Industry Background

The deal takes place against a ongoing dispute between the sector and the British authorities over drug pricing and approval rates.

These tensions were exacerbated by arguments that American patients were paying a premium for the equivalent treatments than people in the UK and Europe.

In recent months, several significant drug company projects in the UK have been halted or abandoned, while multi-billion-dollar investments have been pledged toward American operations.

A senior figure acknowledged that the NHS must invest a greater share on medicines, noting that its spending on drugs had shrunk as a proportion of its overall budget over the last ten years.
